As\u00ed, la toma de decisiones basada en datos se est\u00e1 convirtiendo en una caracter\u00edstica central de la vida econ\u00f3mica y social. Los desarrollos tecnol\u00f3gicos est\u00e1n dando forma a c\u00f3mo las organizaciones generan, recopilan, almacenan, comparten, distribuyen y analizan los datos. Y <strong>a medida que las organizaciones se vuelven m\u00e1s dependientes de los datos, tambi\u00e9n se vuelven m\u00e1s relevantes la gobernanza estrat\u00e9gica de los datos<\/strong> y la comprensi\u00f3n integral de cu\u00e1ndo los datos son m\u00e1s vulnerables.<\/p><p>Hay cinco momentos importantes en los que los datos son m\u00e1s vulnerables: la recopilaci\u00f3n, el almacenamiento, el intercambio, el an\u00e1lisis y la eliminaci\u00f3n. Muchos de estos puntos de vulnerabilidad forman parte de un ciclo, conocido como el ciclo de vida de los datos. Comprender d\u00f3nde est\u00e1n los datos dentro de este sistema es la manera en que se pueden tomar medidas consistentes para asegurar una gobernanza adecuada de los datos.<\/p><p>Si hablamos de <strong>datos<\/strong>, hay que hablar de <strong>qu\u00e9 acceso tenemos a ellos<\/strong>: universidades y \u00e1mbito acad\u00e9mico, administraciones p\u00fablicas, empresas y sociedad civil: \u00bfc\u00f3mo comparten los datos que crean? Con los datos abiertos se ponen a disposici\u00f3n p\u00fablica aquellos conjuntos de datos elaborados habitualmente con recursos p\u00fablicos. Pero <strong>en un mundo datificado donde la producci\u00f3n de datos est\u00e1 muy distribuida<\/strong>, a la vez que aumenta la necesidad de ellos para cualquier fin, el poder de los datos <strong>requiere de una gobernanza muy elaborada<\/strong> que contemple m\u00faltiples formas de compartici\u00f3n, niveles de acceso, licencias, as\u00ed como transparencia, rendici\u00f3n de cuentas y responsabilidad de todos los actores implicados en su gesti\u00f3n y replicable de Data Commons, es decir, un entorno en el cual desplegar y utilizar los sistemas de datos existentes, as\u00ed como los nuevos que podamos generar. El estudio dise\u00f1a una serie de criterios de evaluaci\u00f3n que sirven de gu\u00eda para poder evaluar y comparar las empresas seleccionadas, y ver cu\u00e1les de ellas est\u00e1n teniendo m\u00e1s en cuenta los derechos de privacidad de sus usuarios y realizando acciones en su defensa y promoci\u00f3n. Estos criterios de evaluaci\u00f3n est\u00e1n pensados para ir m\u00e1s all\u00e1 de lo que est\u00e1 estrictamente estipulado por la ley, ya que busca impulsar mejores pr\u00e1cticas de las empresas en defensa de la privacidad de sus usuarios y clientes, y se basan en una informaci\u00f3n que debe estar disponible online (comprobable por cualquier persona participaci\u00f3n en un creciente n\u00famero de \u00e1mbitos. Dicha tendencia es facilitada a su vez por el incremento en la \u201cdigitalizaci\u00f3n\u201d de las interacciones sociales y en general una mayor presencia de las tecnolog\u00edas de la informaci\u00f3n y la comunicaci\u00f3n (TICs). Sin embargo, la dinamizaci\u00f3n de los flujos de informaci\u00f3n digitalizados no est\u00e1 exenta de riesgos. Por un lado, debido a la propia digitalizaci\u00f3n e interconexi\u00f3n de los dispositivos, que incrementa la fragilidad de la informaci\u00f3n; por otro lado, por la ampliaci\u00f3n del n\u00famero de sujetos implicados, que obliga a ceder parte del control y la responsabilidad a un amplio n\u00famero de
