And when we launched an updated version of the Register in October 2021, we included these types of social impact:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Racial discrimination<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Gender discrimination<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Socioeconomic discrimination<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Religious discrimination<\/span><\/li>\n<li><span style=\"font-weight: 400;\">State Surveillance<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Social polarisation \/ radicalisation<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Threat to people\u2019s privacy<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Manipulation \/ behavioural change<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Generating addiction<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Disseminating misinformation<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">We decided on such categorisation based on our knowledge at the time, and because we found it <\/span><b>useful and relevant to help us classify and analyse the different types of algorithmic systems<\/b><span style=\"font-weight: 400;\"> being developed and used around the world. You can read how we define those categories on the page about <\/span><a href=\"https:\/\/eticasfoundation.org\/oasi\/social-impact-algorithms\/\"><span style=\"font-weight: 400;\">social impact of algorithms on Eticas Foundation\u2019s site<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As we keep adding algorithms to the Register, and as our knowledge of the algorithmic landscape grows, we may need to review and update such typology of social impacts \u2013 and that\u2019s what we did in December 2021, when we introduced \u201c<\/span><b>Weakening of democratic practices<\/b><span style=\"font-weight: 400;\">\u201d as a new type of social impact of algorithms.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4><span style=\"font-weight: 400;\">THIS IS HOW WE DEFINE IT:<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">In functioning democracies, there should be transparency and explicability regarding the decisions taken by governments, public administrations and other state bodies, so that they can be held accountable and their decisions can be reviewed and contested through democratic mechanisms. However, if some decisions are based on algorithmic systems that are not known or not transparent and explicable, then that may result in a weakening of democratic practices because it won&#8217;t be clear or even possible to know how the decision was taken, who is accountable for it, and how it can be reviewed and democratically contested.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since then, we added \u201c<\/span><b>Weakening of democratic practices<\/b><span style=\"font-weight: 400;\">\u201d as a potential negative social impact of two algorithmic systems in the OASI Register: <\/span><a href=\"https:\/\/airtable.com\/shrsAN2oTf68kM6O9\/tblG2604tSoMOcwWX\/viwoQmFjcPVR6VOSE\/recy5xwbwRqqPIeB7?backgroundColor=teal&amp;viewControls=on\"><span style=\"font-weight: 400;\">Valencia IA4Covid<\/span><\/a><span style=\"font-weight: 400;\">, which has been used by the Valencian regional government in Spain to decide which social restrictions to impose during the Covid-19 pandemic, and <\/span><a href=\"https:\/\/airtable.com\/shrsAN2oTf68kM6O9\/tblG2604tSoMOcwWX\/viwoQmFjcPVR6VOSE\/recn4aJanTgqEYyat?backgroundColor=teal&amp;viewControls=on\"><span style=\"font-weight: 400;\">Prometea<\/span><\/a><span style=\"font-weight: 400;\">, used by the Public Prosecutor\u2019s Office in Buenos Aires, in Argentina, to automate many administrative tasks, sometimes leaving humans outside of processes that are completely automated.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The use of such algorithms and automated decision-making processes by governments and other public authorities has the potential to help busy <\/span><b>civil<\/b><span style=\"font-weight: 400;\"> servants and elected representatives to be more efficient \u2013 but it also has the <\/span><b>potential to make their work more opaque<\/b><span style=\"font-weight: 400;\"> (maybe even to themselves) <\/span><b>and unaccountable<\/b><span style=\"font-weight: 400;\"> to the public.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That is why we think adding \u201c<\/span><b>Weakening of democratic practices<\/b><span style=\"font-weight: 400;\">\u201d to the <\/span><b>OASI Register<\/b><span style=\"font-weight: 400;\"> will be useful and help us produce a more appropriate picture of the use of algorithmic systems that affect public life.<\/span><\/p>\n<p><b>OASI<\/b><span style=\"font-weight: 400;\"> is a work in progress as we aim to keep adding entries to the Register.
